CARES Act Disclosure

The CARES Act is federal legislation which provides a variety of financial support to individuals and businesses affected by the COVID-19 pandemic. The CARES Act established and funded the Higher Education Emergency Relief Fund (HEERF) to provide emergency financial aid grants in several allocations to colleges and universities.  

Emergency Student Aid

On April 10, 2020, Chemeketa Community College signed and returned to the US Department of Education, a Certification and Agreement to accept and utilize Higher Education Emergency Relief Funds to benefit students.  Chemeketa Community College plans to use no less than 50 percent of all funds received under Section 18004(a)(1) to provide Emergency Financial Aid Grants to students.

On April 24, 2020, Chemeketa Community College was awarded $2,875,369 from the US Department of Education for Emergency Financial Aid Grants to Students.

As of June 15, 2020, Chemeketa Community College has distributed $2,845,500 to 3,794 students.

As of July 30, 2020, Chemeketa Community College has distributed $2,845,500 to 3,794 students.

As of September 15, 2020, Chemeketa Community College has distributed $2,845,500 to 3,794 students.

As of October 30, 2020, Chemeketa Community College has distributed $2,845,500 to 3,794 students.

As of December 31, 2020, Chemeketa Community College has distributed $2,875,369 to 3,880 students.*^

*In total, as of December 31, 2020, Chemeketa Community College has distributed $3,096.450 to 4,512 students as CARES Emergency Grants to students using 100% of the allocation of CARES Grant Emergency Grants to Students funding as well as funding from the CARES Institutional Funding.

^This is the final report as 100% of CARES Grant Emergency Grants to Students Funding has been expended.

Spring Term 2020 Awarding
On May 11, 2020, Chemeketa Community College identified 3,794 students enrolled during spring term 2020 who met the student eligibility criteria for CARES Grant Emergency Funds.  Chemeketa Community College identified all eligible students for the CARES Act Emergency Grants and awarded grants of $750 to each student to assist with the costs associated with moving from in-person to remote operations.  These costs included, but are not limited to technology, internet access, utilities as well as allowable costs incurred as part of the cost of attendance including books, supplies, room, board, transportation and miscellaneous expenses.

Fall Term 2020 Awarding
On November 18, 2020, Chemeketa Community College identified 1,991 students enrolled during fall term 2020 who met the student eligibility criteria for a a CARES Emergency Grant who did not receive a CARES Emergency Grant from Chemeketa Community College during spring term 2020.  Due to limited remaining funds, only 718 students with an Expected Family Contribution (EFC) of $0 were awarded $350 each to assist with the costs associated with moving from in-person to remote operations.  These costs included, but are not limited to technology, internet access, utilities as well as allowable costs incurred as part of the cost of attendance including books, supplies, room, board, transportation and miscellaneous expenses.  This second round of grants fully depleted the funding for emergency grants to students and used additional funding from the CARES Grant Institutional Aid funds as reported below.

Higher Education Emergency Relief Fund (HEERF) II

On January 16, 2021 Chemeketa Community College was awarded $2,875,369 of HEERF II funds from the US Department of Education to use for Emergency Financial Aid Grants to Students.

As of March 31, 2021, Chemeketa Community College had distributed $0 to 0 students under the HEERF II program.

As of June 30, 2021, Chemeketa Community College has distributed $2,886,160 to 3,007 students.  This utilized 100% of the Emergency Financial Aid Grants to Students funding from HEERF II as well as $10,791 of institutional HEERF funding.   This is the final report of HEERF II funding as 100% of the funding has been expended.

Spring Term 2021 Awarding:
On April 26, 2021, Chemeketa Community College identified students eligible for HEERF II emergency funds.  At the time the awards were made students were required to be a US citizen or eligible non-citizen, enrolled for 1 or more credit.  Awards must be targeted with students with the greatest financial need.  Chemeketa determined for spring term 2021 a student met the criteria of great financial need by either having a Pell-eligible Expected Family Contribution (EFC) from the 2020-21 FAFSA, or by having $3,000 or more of unmet need in their financial aid package for the 2020-21 school year.  Students who met this criteria were provided a HEERF II Emergency Grant of $960.

No further reports will be made as all funding from HEERF I and HEERF II funding has been expended.

Higher Education Emergency Relief Fund (HEERF) III

On May 14, 2021, Chemeketa Community College was awarded $11,448,561 of HEERF III funds from the US Department of Education to use for Emergency Financial Aid Grants to Students.

Spring Term 2021 Awarding:
Chemeketa Community College used $4,191 of HEERF III funds to complete the spring term 2021 distribution of Emergency Grants to Students which was primarily paid from the HEERF II funding source.

Summer Term 2021 Awarding:
On July 26, 2021, Chemeketa Community College identified students eligible for HEERF III emergency funds. Funds were made available to enrolled students with the greatest financial need as determined by meeting one or more of the following categories:

  • Having a Pell-eligible Expected Family Contribution
  • Having $3,000 or more of unmet need in the financial aid need calculation
  • Self-certifying serious financial need for enrolled non-credit students

1,225 students were identified as meeting this criteria and they were each provided with a HEERF III Emergency Grant of $750.

As of September 30, 2021, Chemeketa Community College has distributed $922,941 to 1,230 students.

Fall Term 2021 Awarding:
On November 5, 2021, Chemeketa Community College identified students eligible for HEERF III emergency funds. Funds were made available to enrolled students with the greatest financial need as determined by meeting one or more of the following categories:

  • Having a Pell-eligible Expected Family Contribution
  • Having $3,000 or more of unmet need in the financial aid need calculation
  • Self-certifying serious financial need for enrolled non-credit students or enrolled international students

3,954 students were identified as meeting this criteria and they were each provided with a HEERF III Emergency Grant of $1,000.

As of December 31, 2021, Chemeketa Community College has distributed $4,866,030 to 4,276 students.

 

Winter Term 2022 Awarding:
On February 17, 2022, Chemeketa Community College identified students eligible for HEERF III emergency funds. Funds were made available to enrolled students with the greatest financial need as determined by meeting one or more of the following categories:

  • Having a Pell-eligible Expected Family Contribution
  • Having $3,000 or more of unmet need in the financial aid need calculation
  • Self-certifying serious financial need for enrolled non-credit students or enrolled international students

3,717 students were identified as meeting this criteria and they were each provided with a HEERF III Emergency Grant of $900.

As of March 31, 2022, Chemeketa Community College has distributed $8,215,050 to 5,010 students.

 

Spring Term 2022 Awarding:
On May 16, 2022, Chemeketa Community College identified students eligible for HEERF III emergency funds. Funds were made available to enrolled students with the greatest financial need as determined by meeting one or more of the following categories:

  • Having a Pell-eligible Expected Family Contribution
  • Having $3,000 or more of unmet need in the financial aid need calculation
  • Self-certifying serious financial need for enrolled non-credit students or enrolled international students

3,546 students were identified as meeting this criteria and they were each provided with a HEERF III Emergency Grant of $915.

As of June 30, 2022, Chemeketa Community College has distributed $11,431,640 to 5,595 students.  This total reflects the net disbursements due to students who never cashed their summer and/or fall term emergency grant checks.

As of September 30, 2022, Chemeketa Community College has distributed $11,420,855 to 5,595 students.  This total reflects the net disbursements due to students who never cashed their summer, fall, and/or winter term emergency grant checks.

As of December 31, 2022, Chemeketa Community College has distributed $11,446,717 to 5,609 students.  This total reflects the net disbursements due to students who never cashed their summer, fall, winter and/or spring term emergency grant checks.  This is the final report as no further disbursements are planned even if additional uncashed checks are canceled.
